The Problem
Residential renovation in Victoria often involves concealed conditions, progressive discovery and changing handoff points between carpenters, builders and other regulated professionals. Consumers and practitioners can both struggle to identify who should diagnose, plan, refer, coordinate and verify work when conditions change.
The Capability Proposition
The initiative places Advanced Residential Carpenter — independently assessed at the centre of the reform architecture.
Registered Residential Carpenter remains the current proposed recognition model, but the final statutory vehicle remains open to government evaluation.
Pilot Purpose
The pilot would test capability, not new statutory authority. Participants would remain within their existing lawful authority throughout the pilot.
The pilot would test whether a bounded, independently assessed capability model can improve consumer clarity, documentation, escalation discipline and boundary recognition within Victoria's existing framework.

Additional Pilot Requirements
- Consumer role-comprehension test: test whether consumers can identify what the practitioner can do, what remains outside scope, when a builder is required, and when engineering, permits or licensed trades are required.
- Persistent pilot work-and-evidence record: maintain a project record covering practitioner identity, assessed scope, pre-existing conditions, work undertaken, evidence captured, variations, concealed conditions, escalation events, professional referrals or handoffs, and completion status.
- Proportional escalation assessment: test whether participants can distinguish between proceeding within scope, investigating further, obtaining specialist input, obtaining engineering input, involving a builder, or stopping work pending permit or regulatory clarification.
